In the name of justice, survival, and dignity—
We, the People of the Kivus and surrounding regions, hereby declare our collective will to restore governance, order, and peace in our homeland after decades of:
Indiscriminate killings and mass displacement
Marginalization and forced statelessness
Deliberate underdevelopment and destroyed infrastructure
Political exclusion and failure of democratic representation
Repeated betrayals and unfulfilled peace agreements
Despite our cries, the central government in Kinshasa has continuously failed to act. Our suffering has been ignored. Our dignity, denied.
Therefore, we proclaim the establishment of an interim self-governing structure to ensure:
Protection of civilian lives and property
Restoration of essential services
Unity and security across our communities
A framework toward a peaceful and just future
TERRITORIAL COVERAGE
This declaration affirms administrative coordination over the following areas:
North Kivu
South Kivu
Parts of Katanga: Kalemie, Nyunzu, Kongolo
Parts of Maniema: Kabambare, Kasongo, Shabunda, Punia, Lubutu
Parts of Tshopo and Ituri: Bafwasende, Mambasa, Irumu, Wamba, Rungu, Watsa, Dungu, Faradje, Ariwara, Mabangi
These regions will operate under a Transitional Administrative Council representing the people, pending full ratification by the population through peaceful and transparent means.
